Background

The City of Burlington requires contracted services to clear snow windrows for up to one-thousand (1,000) residential driveways. A windrow is the snow left across the driveway entrance as a result from roadway plowing operations. The City is undergoing a service review for winter maintenance operations and as a result the maximum number of participants may increase or decrease in future years.

The service may be broken into geographical areas subject to various conditions of the winter event. For example, windrow clearing may only be required north of the QEW, in this scenario, the number of driveways would be reduced. 

Equipment Specifications

The City estimates a minimum of fifteen (15) pickup trucks will be required for this contract in order to meet level of service, and may at times require additional units. In the event that additional units are required, the Contractor shall have either their own trucks or a reliable subcontractor to support the work. The onus is on the Contractor to complete the work in the required timeline. The city will not deal directly with the subcontractor.

The City will provide a magnetic sticker identifying each vehicle being contracted by the City which shall only be displayed while conducting windrow clearing operations under this contract, to be removed when work is complete.

Vehicles used in this contract must meet the following requirements and be in roadworthy condition in terms of their ability to operate safely and legally on public roads. The City reserves the right to request a vehicle be repaired or removed from the fleet and replaced.  

Requirements:

  • Minimum ¾ Ton pick-up.
  • Manufacture date of truck must be 2018 or newer. All trucks must be in a reasonable state of repair to the satisfaction of the City. 
  • Front plow to be hydraulically reversible and have a minimum width of 8'.
  • Plow must be of a heavy-duty design suited for municipal plowing operations.
  • All lighting required as per the Highway Traffic Act. Blue lights shall only be operated during clearing operation and shall be turned off while travelling between locations.
  • Appropriate ballast necessary for traction to be provided by the Contractor
  • Valid Periodic Mandatory Commercial Vehicle Inspection (PMCVI) required on all trucks.
  • All vehicles must bear a valid license plate.
