There are no fees payable to view the document or submit a response to this RFI. No need to register as a respondent/plan taker. The Corporation of the City of Burlington (the “City”) is interested in receiving information (the “Submission”) from all interested parties (the “Respondents”) who have experience in providing technology enabled solutions and services utilizing emerging technologies that streamline the review of planning and zoning applications for development including but not limited to new single-family housing, multi-residential housing and industrial/commercial/institutional (ICI) development (the “Services”) for municipalities, public institutions, or other organizations that deal with development. The City is seeking innovative solutions (the “Solution”) that focus on Zoning Bylaw compliance. The Services should provide applicants and/or City staff with increased awareness of the City’s zoning regulations and enable the identification of potential conflicts for a development proposal transparently and timely. The City has received requests from a few public sector agencies in Ontario to share information received through this CFI. As such, additional agencies may participate in this information seeking activity, especially the interview, presentation, demonstration, etc. All participants will be required to adhere to the provisions of the RFI including NDAs, if any. It is highlighted this is a market information gathering exercise and not a call for tender or request for proposals. This CFI is not intended for award of any ongoing business or long-term contract(s), however, will be used to inform future direction. The City may use procurement tool(s) provided in the Procurement Bylaw including, without limitation, a formal Request for Proposals (RFP or NRFP) (https://www.burlington.ca/en/by-laws-and-animal-services/resources/By-laws/By-law-Search/2022-By-laws/004-2022-By-law.pdf) . Notwithstanding the above, the City may invite one or more Respondent(s) to clarify their Submission including an interview with City's team, presentation/demonstration, and/or Proof of Concept exercise. By automating a portion of the plan review process, the City aims to shorten the time required for the approval process by improving the initial quality of application submissions and reducing the need for plan resubmissions due to zoning deficiencies. The intent is to minimize zoning as a barrier and increase the number of building permits issued, to ultimately accelerate the construction of homes each year. A future phase could include the integration of the Ontario Building Code into the Solution. This Solution represents only one project/phase for the Building Permit Application Streamline Program. |
