The Corporation of the City of Burlington (the “City”) wishes to hire a contractor for janitorial cleaning services for various City facilities including all labour, materials, services, transportation, and incidentals, but not including washroom paper consumables, dispenser hand soap, plastic garbage bags, plastic wastebasket liners, or the liner bags for Central Waste Stations (CWS) which are City supplied.

The successful Bidder (the “Contractor” or the “Vendor”) shall provide janitorial cleaning services to the complete satisfaction of the City. The service shall meet or exceed the specifications included in this document. The floor plans included in this RFP (Appendix A) are generic, not to scale, and are based on information available with the City at the time of publishing this RFP. The green shaded area of the floor plan drawings represents the area to be cleaned by the Contractor at each facility, except for the Fire Headquarters wherein specific rooms are identified in this document.

The term cleaning throughout this document refers to cleaning and disinfecting to kill infectious pathogens. Contractors must use disinfection products that have Drug Identification Numbers (DIN) and be authorized by the Public Health Agency of Canada. The City encourages the use of environment-friendly products that do double duty, i.e., soap and registered disinfectant (with DIN). Notwithstanding anything specified in this document, the janitorial cleaning must meet City’s overall expectations in terms of cleanliness.

In case of conflict between these “Standard Janitorial Service Specifications” and/or “Summary of Service Requirements Organized by Frequency” and the site-specific requirements, the latter shall prevail and be applicable to the respective facility. For facilities wherein no site-specific requirements are provided, “Standard Janitorial Service Specifications” and “Summary of Service Requirements Organized by Frequency” shall apply.

Generally, cleaning services are not required on statutory holidays unless specified. For example, Transit Administration Centre. Day Porter services may be required occasionally at City Hall and other facilities upon request. The Contractor is not required to load or unload the dishwashers.

The Contractor’s staff working at all City facilities shall be identifiable with the company logo/uniform and carry a valid photo identity. For Contractor’s staff working at City Hall, Downtown Bus Terminal, and Offices at 414 Locust St., parking is free at designated places in downtown Burlington after 6:00 p.m. on weekdays and all day on weekends/holidays. The City intends to award the entire contract for all facilities to one Contractor. Bidders must bid on all items. This means you must be able and willing to provide complete janitorial cleaning services for each facility included in this document. This shall include all costs to meet or exceed the RFP specifications.

To obtain an unsecured version of the bid document and/or to participate in this opportunity, an annual or a per bid fee must be paid (annual fee - $439.90, per bid fee - $132.04). In addition, the agency fee of $70.80 must be paid.
