The Corporation of the City of Burlington (the “City”) intends to retain a contractor for regular inspection and preventive maintenance of various roofs of City facilities across Burlington including all labour, materials, services, transportation, and incidentals, but not including supply, delivery, and installation of new roofing for a period of up to five (5) years.
The successful Bidder (the “Contractor” or the “Vendor”) shall provide a comprehensive preventive maintenance service (the “Work”) for various City facilities at 59 locations on a semi-annual basis. Some sites have multiple buildings, and the roofing include flat roof sections (BUR, SBS, PVC, PMRA, etc.) as well as steep slope roof sections (metal, shingles, enviro shake, slate, etc.). The service shall meet or exceed the specifications included in this document. The information included in this document is based on information available with the City at the time of publishing this RFT.
Throughout the term of the contract resulting from this RFT, the Contractor is expected to provide the City on-demand roof repairs as well as with leak investigation services for City-owned roofs on an as-needed basis. Such on-demand service shall be invoiced separately from the preventive maintenance service. The Contractor will be City’s preferred service provider for any roof related repair work. However, the City reserves the right to self-supply or obtain service(s) from open market, especially when the services, pricing, or timeline offered by the Contractor for on-demand services are not meeting City’s expectations.
The preventative maintenance service shall be performed during 8:00 a.m. to 5:00 p.m. local time on Monday through Friday, excluding statutory holidays. The City will provide access to roofs, where interior access is available, subject to the Contractor obtaining the City’s prior approval.
The Contractor’s staff working at City facilities shall be identifiable with the company logo/uniform and carry a valid photo identity. For Contractor’s staff working at City Hall, Bus Terminal, Performing Arts Centre, Parking Garage, and Parking Services, the parking is free at designated places in downtown Burlington after 6:00 p.m. on weekdays as well as all day on weekends/holidays.
