The City of Burlington is seeking a consulting firm to evaluate ten (10) non-designated properties on its Municipal Register of Cultural Heritage Resources (the “Heritage Register”) for potential heritage designation under section 29 of the Ontario Heritage Act (see list below). For any property that qualifies for designation, the selected firm will prepare a “Statement of Cultural Heritage Value or Interest” statement explaining the cultural heritage value of the property and a list of heritage attributes. The study will have a thorough public consultation component. The ten (10) properties will be selected from the full list of approximately 200 non-designated heritage properties in Burlington using criteria developed by the City staff and the Heritage Burlington Advisory Committee (HBAC). The study of these ten (10) properties represents Phase II of the City’s response to Provincial Bill 23 – The More Homes Built Faster Act, 2022. The successful Bidder (Consultant) will have experience completing multiple heritage evaluations simultaneously and will present a plan for completing the studies in two-three batches, with most studies (50%+) to be completed prior to Jan. 1, 2027. Below is the initial staff-identified list of properties to be researched (subject to change per Council direction): 1. 2137 Lakeshore Road (The Sewage Pumping Station aka 2137 Junction Street) 2. 1419 Ontario Street (The O'Brien-Connell House) 3. 2464 Dundas Street (St. John’s Anglican Church) 4. 1264 Lemonville Road (A Lemon Family Farmhouse) 5. 5534 Guelph Line (The Thomas Colling Centennial Farmhouse) 6. 1391 Ontario Street (The New George Allen House) 7. 1454 Birch Avenue (The Edwin Thorpe Retirement House) 8. 566 Locust Street (The Harry Blessinger Retirement House) 9. 2187 Lakeshore Road (The Dalton - Bell House) 10. 524 Hager Avenue (The Bamford House) The list of properties is subject to Council’s decision (anticipated on March 10th, 2026). An addendum will be issued prior to the RFP closing date if the list changes. Note that the budget is an upset limit of $75,000 (before HST), bids that exceed this amount will be rejected.
