The Corporation of the City of Burlington (the “City”) intends to retain services of a qualified and experienced public transit expert to develop, perform analysis, and prepare a strategic business plan for 2026 to 2030 (the “Work” or “Project”) for Burlington Transit, a public transit service owned and operated by the City. The goal of this Project is to review existing transit service and set out a feasible plan to improvement and expand transit, as well as the fiscal and resource investment necessary. The strategies set out in this plan must align with City’s objectives, strategic plans, growth strategies and provide a prioritized framework guiding the capital and operating budget to 2030. The objective of the Burlington Transit’s Five-Year Strategic Plan 2026-2030 (the “Plan”) is to provide an organized roadmap for the expansion and enhancement of transit service provided by Burlington Transit and to accommodate future population growth around planned residential and employment growth areas, as defined in the City’s Official Plan. The Plan will influence transit service delivery, community connections, network enhancements, structure, and customer experience over the next 5 years, to 2030. The Plan shall clearly outline requirements from review of the current state while attaining to the long-term objectives identified by various strategic plans of the City. The Plan must include both conventional and specialized transit. |
